History's repeating itself.
We once had an efficient way of recruiting people that acted as a sifter for all the gang hoppers and snitches in the family.
Now, from what I'm seeing, it's back to the old routine. (this is what I call the "MATT P VINCI"-era recruitment routine)
1. The guy approaches a member and asks for a job.
2. Someone orders somebody to interview the guy.
3. After a few random talks and "Interviews", (which only lasts for like what... 1-2 hours at maximum?) the guy gets RP tested.
4. The guy gets OOC tested, if he passes, he gets invited.
5. With just a simple 2 hour RP (at max) and a few minutes of "TESTS", you don't even know whether that guy will be loyal to the fam.. hell, you don't even know if that guy's a snitch.

Now the HR Division (which was formerly known as Staff Development (Recruitment) Department until it got remade by George Bobson) was an elite squad of recruiters, what do I mean by elite? Fucking RP with
Mokomaki for a whole day and you'll get what I mean by "elite".
We only hired and accepted people who are capable of showing the "Applicants" and "Prospects" what the Syndicate (JPC) is capable of. WHY? Because I want the fucking fam to look professional in front of those prospect's eyes. I want to give a first impression that we're not just a sissy ass fam that they can easily infiltrate. I want recruitment to be spot on, a recruitment that could easily tell if that guy's a snitch or not, a gang hopper or not, etc etc.
Now what are my suggestion / plans, you say? Simple.
1. Bring back the old prospect system that I originally started but make it less strict because the server's rp turned from shit to shitier now. No need to be that strict anymore or else we won't get any members at all.

That's a little introduction on what the old prospect system was.
WHY WAS IT TRASHED YOU ASK? Cause I left it behind when I became Admin, noone took care of it anymore and Lucas was busy with other tasks at hand.. so yeah, it got trashed.
(If you remember what this was, feel free to recreate it, if you can't, I'll make an outline for you guys so you can recreate it. )
2. Only accept HR members who are capable of Mid to High level of RP aka people with Mokomaki's caliber of RP, or at least Jose Dos Santos or Joe Manfredo's caliber of RP (I've seen them RP, they're ok, not in Mokomaki, Patricio or Lucas' level yet but they're ok). I don't care if they're low ranks, (r1 , r2), if they are capable, get them in the division.
3. Only accept HR members who are capable of utilizing the use of /do. People who can start a /do argument and get away with it without getting killed or out-RP'd, MURKING the person he's RP-ing with.
Why do we need this? Cause we fuckin' need to milk every single information from our prospects before we let them in the fam. This will reduce the snitches and all other vermin that you don't want lurkin' in the fam. Interviewing them and asking their basic info just doesn't cut it.
4. Change the R0 rank to something else instead of Prospect ("Grunt" or "Outsider" maybe?) and treat it as a normal rank instead of a "PROSPECT". Why? WE DON'T WENT THEM PROSPECTS IN THE FAMILY YET. THEY NEED TO PROVE THEMSELVES.
